Am I reading this correct, Today Themes are screwed up when exporting to 4.3?

The Application sub entries on a Today Home screen are not always displayed as expected on BlackBerry devices running BlackBerry Device Software Version 4.3.0.
Impact: On BlackBerry Devices running BlackBerry Device Software Version 4.3.0, if you activate a Today theme create by Plazmic Theme Builder Version 4.5, any subentries for an application (such as new message), are not being displayed on the Home screen as the should be.
Workaround: None.

So if you want to do a Today Theme it has to be to 4.5?
