I have seen many explanations on how to remove IT policies, none removing correctly. So i decided to figure out the absolute correct way to remove them for good!
*warning: this process will wipe all data from the device
Step 1: Check to see if you have an IT policy on your device. Most people check under options>security options>general setting>services. But some of these IT policies are sneaky. Go to options>status and type in B U Y R. This will let you know if there are any enabled

Step 2: Be sure you have desktop manager 4.7 ([Only registered and activated users can see links]) installed
Step 3: Make sure to REMOVE ALL RESTORE FILES. These policies will backup in the restores.
Step 4: Connect your device via USB
Step 5: Open the command prompt. You can do this by clicking the start button in windows, then clicking run, and typing cmd

Step 5: Change directory to x:\program files\common files\research in motion\appLoader
[Only registered and activated users can see links]
Step 6: type the following: loader.exe /resettofactory
[Only registered and activated users can see links]
Step 7: If the Application Loader pops up you did not type in step 6 correctly
[Only registered and activated users can see links]
Step 7: SUCCESS!!! your blackberry will reset and wipe all data. *Your phone will be as clean as the day you bought it.
