Zen with Weatherbug fixed spot?

For all I know this already exists. I basically would like the Zen theme with the addation of a fixed location on the top status bar for Weatherbug. The wall paper does not matter since I will be repolacing it anyway. The standard icons are more than ok. While an L shape would be great I do not think it is possible with my current OS and our MIS department has not given the green light to upgrade our OS :o(
