homescreen icons/app HELP!

I just completed my own theme and it looks great except for one thing....my zen apps on the homescreen won't obey me. Usually you can scroll up and down to select your app but these go in whatever order they choose. So my question is how do I avoid this in the future and how can I create user customizable icons?
