Help?

Hi everyone! I am new here and I have some ringtones that I would like to share. I have seen in other posts that I am supposed to go to "advanced" and select "manage attachments," however there is no option for attachments. And on the bottom right under "Posting Rules" it says I may not post attachments. Is there a requirement I must meet first?
