Hi there and welcome to the site.

I'm not sure which program Lucky_Star uses, but I use Audacity to make all of mine. Synik created a great tutorial that you can use to learn how to download and install the necessary programs and then create your own ringtones. It's the same tutorial I used a few months ago and I've got about 215 ringtones under my belt now lol. You can find it here:

I use a program called voicetones studio. The website MyPhoneFiles.com - Make ringtones with ringtone creator, convert files, stream audio for mobile users on the go (http://www.myphonefiles.com).
