Rim, maybe, but I don't think they host OS's. Remember, you can download ANY carrier's OS as long as you have access to it.

What if your carrier does not have the update available? Is there a place where we can download it from other than?

no one knows for sure but keep checking back.. once someone gets it, im very sure they'll post it on the site.
